That looks like CS2 with the tool icons in color. Most of the functions are there.
Adobe has an online tool that is more like Photoshop Elements. It is a little more intuitive and you have to create a free membership.

I would expect it to work only for modern browsers. The interface needs a bit of a redesign, but a lot of the image filters are already available which is encouraging for a first version.
